As a non-EU citizen looking for jobs in Finland, you'll first need to apply for a residence permit from one of the Finnish embassies near you. Otherwise, you won't be able to start working after being offered a job.
Residence permits are not required for citizens of EU-member states or citizens of Iceland, Liechtenstein, Norway and Switzerland. They can freely look for jobs in Finland for an unlimited amount of time, and then work in Finland for up to three months. After that, they will need to register their "right to reside" in Finland. This differs from applying for a residence permit.
